Re; Namor. I think it's fairly simple. He was the least affected since he had the powers for the least amount of time and also the most diluted. He only had it 1/5th of the way while all the others had it at least 1/4th. Likewise, Cyclops seems most affected since he had the powers the longest and the deepest.

Which doesn’t explain why Magneto was affected. At all. Let’s just accept the broken powers thing was just about which writers wanted to do what with each character and stop trying to find any logic in it.
